The idea is, if it is possible, we could have a ring with the portal side facing up, then another above it facing down. This way, if we manage to push a creature into the bottom portal, then they would keep falling until they hit a surface (wall of stone, floating disk, etc.), at which point they take 20d6 bludgeoning damage >:)
Arcane Gate can't face up or down as it create circular portals on the ground which are two-dimensional glowing rings filled with mist, hovering inches from the ground and perpendicular to it at the points you choose. Facing up and down would make them parallel to the ground.

The spells says it connects "Choose two points on the ground that you can see," so not really.
Maybe you could find a ledge that someone can easily step off of, and have that be the high point. Like, walk out of the portal and off a cliff.
But its really not how the spell functions normally.
