In the Game Rules, under the Races and then under Goblins, there is a section for Booyagh's. There's 5 of them: Booyagh Caster, Booyagh Wielder, Booyagh Whip, Booyagh Slave & Booyagh Booyagh Booyagh. Are these meant to be playable or are they just meant as the certain type of Goblin casters for the DM to use?
Those seem to be suggestions for a DM to use in building Booyagh NPC stat blocks. If you wanted to work something out with your DM to be able to have Booyagh elements in your own Goblin PC, I imagine you could use one of the Booyagh descriptions as inspiration to build a custom background or choose a Class that fits.

They are meant to be modifications to NPC stat blocks.
Monsterous races are written primarily to be NPCs first, with player stats as a side option. That is why the race description is like that.
From a lore perspective, if you are a goblin with spellcaster levels, you are a booyagh. If you want the optional rules, ask your DM.
