When it gains sidekick levels. Sidekicks were first introduced in the essentials kit (starter kit 2.0), and fleshed out (and slightly nerfed tbh) in tasha's.
Basically, it is to keep NPCs in the party alive and useful later into the adventure. Their damage and utility are about half that of a PC class, but their HP scales at about the same rate. Ask your DM about giving these levels to companions, it could be a downtime activity to train them.
Also, it will depend on the kind of pet or mount. There's a big difference between a pet cat you found on the street and a cat you got through find familiar. Or a pet horse you bought and one from find steed. The ones that you get through spells generally can't become sidekicks (unless your DM allows it, of course).
