I dont know all rules in DnD, but I have a situation I do not understand mechanically whats happening, and where it goes wrong. In case most of my fellow players dont know the rules well, and the GM allows it, but is also new to the rules I am stuck in this situation.
We have a fighter lvl 5 who runs rampage.
With a 2 handed flaming (+2d6 sword) he is convinced he has 4 attacks, and runs from mob to mob to trash them. So move, attack, move, attack, move, attack, move attack, move. Together with Savage, and his insane luck in initiative roles, he usually goes first.
That means we have now a situation (the GM throws bigger and bigger monsters becouse they pose no challange to the party), that we win the combat if he stays alive, we lose if he goes down, single target he out dammages all players including a warlock specced for damage, and area spells make no sense becouse he is in the middle and half the enemies are killed before any caster has a turn, and he would be right in the blast area.
Can somebody shed some light on this situation, where rules are explained wrongly (if possible with page numbers), and what to do as a player in this party?
A 5th-level fighter gets two weapon attacks when they take the attack action. (They can get one more if they're using two weapons, but that's not the case here.)
The only way I can think of that they could get four attacks is if they use their action surge, but that is a one-shot ability that doesn't recharge until they take a rest. If your DM isn't pressing your party and lets you get short rests between every fight, they'd get to use it every fight, but only in one round.
If they're doing it every round, then someone's confused about how something works.
Your DM could also be using better tactics for the monsters by spreading them out so there's targets the fighter can't get to as quickly, but even with that, and played correctly, that's a really powerful item for your level, and is going to tend to skew things toward the fighter.
This seems a bit off too. That sounds like it is a Flame Tongue and that is a rare item. Even a permissive DM usually wouldn't hand those out until around lvl 10 and in most cases they won't be available until closer to lvl 15. Having such a weapon at lvl 5 is quite over powered IMO.
A level 5 fighter has the Extra Attack feature allowing them to make 2 attacks when they take the attack action. ONCE every short or long rest they can use the Action Surge ability to two actions in one turn. This can only happen ONCE until the character rests again.

"EXTRA ATTACK Beginning at 5th level, you can attack twice, instead of once, whenever you take the Attack action on your turn."
pg 72 - the first part is at the bottom of the column of text - the second part which says how often you can use it is at the top of the next column on the same page.
"ACTION SURGE Starting at 2nd level, you can push yourself beyond your normal limits for a moment. On your turn, you can take one additional action.
Once you use this feature, you must finish a short or long rest before you can use it again. Starting at 17th level, you can use it twice before a rest, but only once on the same turn."
Next you mention "Savage" but it isn't clear what you are referring to. If you mean the "Savage Attacker" feat then this usage is limited to ONCE every turn.
pg 169 "SAVAGE ATTACKER Once per turn when you roll damage fo r a melee weapon attack, you can reroll the weapon's damage dice and use either total."
So, no matter how many attacks a character might have in a turn, they could also use this ability only once.
I am guessing you are not referring to the half-Orc Savage Attacks feature since it only applies to crits and when using a great sword only adds one d6 to the damage total on a critical hit.

So, NO, the fighter can not use four attacks every turn of combat at level 5. They can use 2 and ONE time they can use action surge to get an extra action that can give two more attacks but the ability can't be used again until they finish a short or long rest.
Moving between attacks is fine though.

Finally, a flame tongue greatsword is a very cool weapon that does 2d6 slashing damage + 2d6 fire damage (Basically equivalent to landing two greatsword hits at once in terms of average weapon damage). However, the weapon could be a bit powerful for a level 5 character (which is the responsibility of the DM). If the other characters have been given equally powerful magic items then it usually works out ok since the whole party just deals with stronger creatures. On the other hand, if the rules are being used incorrectly, then having a powerful weapon like this one will just make the issue much more noticeable.
Anyway, I think it comes down to a bit of inexperience with the game for both the players and DM in this case. As long as everyone is having fun, it isn't a big deal and folks will learn for next time. However, in this case, it sounds like some of the rules aren't being used correctly making the fighter much more powerful than they should be.
