So, I think that means if my character hits on their own turn, they can apply the 10' reduction. Then, if my character gets an OA on another creature's turn (i.e., a different turn than my character's), I could have them apply the speed reduction again. Is that correct? (I have always treated it as once per round, but it looks like it could be done more often than that).
Yes and no. You can apply it as long as it's a different target, but applying it twice to the same target won't do anything, the same effect never stacks.
Yes you can do it on your turn and then on an another turn, just like sneak attack can be done on your turn and on another turn.
Usually the most is twice a round on two different turns, once on your turn and then using your reaction on another turn, like an AoO.
The same effect never stacks thing you're thinking of is a rule found at the end of chapter 10 on spellcasting:
Combining Magical Effects
The effects of different spells add together while the durations of those spells overlap. The effects of the same spell cast multiple times don’t combine, however. Instead, the most potent effect — such as the highest bonus — from those castings applies while their durations overlap, or the most recent effect applies if the castings are equally potent and their durations overlap.
For example, if two clerics cast bless on the same target, that character gains the spell’s benefit only once; he or she doesn’t get to roll two bonus dice.
You can have the same effect occur over and over on a target, just not the effects of the same spell cast multiple times.
Different game features can affect a target at the same time. But when two or more game features have the same name, only the effects of one of them—the most potent one—apply while the durations of the effects overlap. For example, if a target is ignited by a fire elemental’s Fire Form trait, the ongoing fire damage doesn’t increase if the burning target is subjected to that trait again. Game features include spells, class features, feats, racial traits, monster abilities, and magic items. Hey, I notice it says spells, class features, feats, racial traits, monster abilities, and magic items. Does this mean effects from mundane items like alchemist's fire do stack, like if 5 flasks were smashed against a target at once it would take 5 actions to put them all out, 1 action for each?
I would argue that no, that list isn't exhaustive, so two effects of the same name from ANY source don't stack. Similar effects can (such as Alchemist's Fire and Fire Form) however.
By RAW I would agree with you... if the list had ended with something like an etc. or something similar showing they were giving some examples and the list was meant to apply to other things. However, it does not, it simply lists 6 different things that the rule does apply to, the rest is fair game. Meaning mundane items and their effects can stack, at least by RAW, of course any are free to homebrew it otherwise.

Point A: Two game features with the same name can't apply at the same time. Only the strongest of such features overlaps. Point B: "Include" instead of "are" means the list doesn't have to have everything that would fall under that category.

Does this also apply to weapons, they're in the game. If I get hit with 5 longswords then I only take the damage from the last one that hit?... the one that did the highest damage?... I dunno?

No, it doesn't. As a rule of thumb, if the duration of a spell or effect is Instantaneous, this rule has no impact on it. Magic Missile guides multiple instances of damage but no persistent effects.
Now, whether multiple darts would set off an effect like Hex that triggers from damage instead of attacks multiple times is a different matter.
