Can you please guide me on the following question, my friend is playing as a monk of mercy (19 lvl)
And as i understood from his character sheet , a monk can attempt to do stunning strike giving one ki point on EVERY attack he make. so 4 times basically
1 attack 1 extra attack + 2 flurry of blows
but when he wants to do hand of mercy/harm, can monk still use stunning strike?
So monk can attempt to stun 4 times per turn and also apply any other effects like hand of healing/harming?
and as i understood this scenario is correct:
1st attack -1 Ki to attempt stun +dmg
extra attack -1 Ki to attempt stun and dmg
Flurry of blows , -1 Ki 1 normal attack -1 Ki to try stun 1 normal strike +Hand of harm , -1 Ki to try stun

Yes a Monk can try to stun a lot of times because they get a lot of attacks. But it still costs a Ki-point each time he tries so if he wants to do it with all four attacks that will cost him 5 Ki-points in a round so he will burn through the Ki-points quite quickly. If it is a game where short rests are commonly used it will allow the Monk to be quite strong, in a game where short rests are rare the Monk will be somewhat underpowered.
but when he wants to do hand of mercy/harm, can monk still use stunning strike?
Hand of Healing is an action (that can replace one of the attacks of a FoB) so the Monk will not be able to use that to try to stun a creature.
Hand of Harm though is an additional effect on an attack, just as Stunning Strike is, so that would be possible to do on the same attack that he tries to stun the opponent too. Do note that Hand of Harm is only allowed once per turn.
Keep in mind that by level 19 PC are incredibly powerful and this is using a fair chunk of the monks resources. For example compare it with hold monster upcast to 8th level. (Probably not the best thing available to the caster at that level but it makes a good comparison.
Hold Monster produces the paralyzed condition which is more severe than stuned (advantage caster)
For the monk to stun they must both hit and have the monster fail the save, for hold person to work they only need ot fail the save (advantage caster)
The monk can only stun those they get within melee range (they re mobile but might dsraw op attacks) for the caster can do it from 90 ft (advantage caster)
Hold monster requires a Wis save and on average monsters have better con saves than wis (advantage caster)
If the monster fails they have another save at the end of their next turn so it might not last as long as a monk stun but conversely it can last several turns (I would give this to the caster but it is debateable)
The monk can make repeated attempts on a single creature, or target different creatures with each attack (advantage monk)
The monk is also doing damage when they hit (advantage monk)
The hold monster spell doesn't have an equivalent of hand of healing/harm but it leaves the caster bonus action free to do something equivalent. You can also debate whether 5 or 6 ki is as much of a resource as an 8th level spell slot.
The pros and cons are not equivalent the ability to make repeated attempts on the same creature in the same turn is probably the biggest difference if facing a single creaturebut if facing several very strong opponents the ability to attempt to paralyze them all in a single action is probably a better option.
If facing a single creature the caster is likely to have better options. Maze for example guarantees taking a monster out, there might be a chance they will come back but some (e.g Elder tempest, Leviathon and Warforged Colosus) are stuck for the full 10 minutes unless you lose concentration.
I should have read this more carefully, the OP asked a general and a specific question and I answered the specific:
"So monk can attempt to stun 4 times per turn and also apply any other effects like hand of healing/harming?"
It depends on the other effect, to attempt to stun 4 times uses bit action and bonus action (and 5 ki) other effects can only be applied if the monk has te resources to do it. Hand of healing requires an action which the monk has already used, hand of harm requires can be appied as part of an unarmed attack so is possible (providing they have enough ki)
1st attack -1 Ki to attempt stun +dmg, extra attack -1 Ki to attempt stun and dmg, Flurry of blows , -1 Ki, 1 normal attack -1 Ki to try stun, 1 normal strike +Hand of harm , -1 Ki to try stun
Yes this is possible though the "Normal attack"s would need to be unarmed attacks and the Hand of harm requires a ki point which you didn't mention

Just a quick clarification.
Hand of Healing can either be done as an action OR it can replace one of the attacks granted by the Flurry of Blows feature and does not cost any additional ki in this case.
Hand of Harm could be applied to any of the monk unarmed strike attacks that hits at the cost of 1ki. If the monk is only using unarmed strikes then Hand of Harm can be used on any of the unarmed strike attacks but can only be used once/turn. At level 11 (this monk is 19), use of Hand of Harm on a Flurry of Blows attack no longer costs additional ki.
Stun can be used on any attack that hits so it can't be used on a Flurry of Blows attack that is replaced by Hand of Healing since it is no longer an attack. Stun does not require an unarmed strike - it works fine with any melee weapon attack (which includes unarmed strikes) - so the first two attacks do not need to be unarmed strikes if you want to stun with them but they do need to be unarmed strikes if the character might want to use them for Hand of Harm.

That is allowed by the rules.
