So in the light domain cleric channel divinity, radiance of the dawn, it says all hostile creatures take damage. It doesn’t say creatures you consider hostile. So if there is a spy in a group working against the interests of the cleric, could he just have all the suspects gather around him and set it off, and see who gets burned?
The Channel Divinity: Radiance of the Dawn targets hostile creature, which is primarly an NPC attitude during social encounters. Usually effects refer to enemy instead so it would be up to DM. In the context of a spy in the party who's unaware of, the DM could rule it's attitude is friendly. Friendly NPCs are predisposed to help you, and hostile ones are inclined to get in your way. Or rule it's still hostile because a hostile creature opposes the adventurers and their goals but doesn’t necessarily attack them on sight.
If spy were not considered friendly there are effects meant to affect friendly creature that in turn wouldn't work. So many DM many handle that in more subtle way.
Up to the DM all we have is from the DMG "A hostile creature opposes the adventurers and their goals but doesn't necessarily attack them on sight."
A spy would be acting in a manner that appears to support the adventurers goals but actually opposes them, it could work but such a threatening approach could also turn a neutral NPC into a hostile one (even if it is to their own demise). The party rogue who stole from the cleric could also find themselves burnt in their next combat.
