There’s no verbiage in there that specifies feat categories, which is also where Jeremy Crawford claimed that we would be able to even pick up 2014 feats that have not been republished, as long as the character qualifies.

The PHB isn't out yet. Do you have a source for this text? I'll admit that I'm making something of an assumption, because if that's the entire text and there's no other relevant rule, then 1) yeah, you could end up with two epic boon feats as jegpeg suggested, but 2) there's actually no difference at all between the Ability Score Improvement feature and the Epic Boon feature, which seems stupid. But if that's how it is, that's how it is.

I'm not really sure what you mean. We don't need a rule to tell us that a 3rd-level character doesn't qualify for things that require 4th-level.

I don't believe Tasha's says anything about replacing feats. It has rules for retraining skills and changing your subclass, but that's all I can find.

Firstly, there is no 5e24. It's just PHB. I would suggest just stating PHB rev. since that's all it is. Secondly, your title question seem broadly different than what you are asking in your body. The best answer I can give (I have a copy of the new PHB) is this: 1) Epic boons are not restricted to any class, unless it specifically lists it as a prerequisite. 2)The classes themselves specifically state you have to hit 19th level in that class in order to get the Epic Boon benefit, or else you have to wait until after you reach 20th level. 3) After 20th level all classes can selected an Epic Boons after every milestone of 30,000 xp. 4) You are not restricted to Epic Boons only. You can opt to select another Feat you qualify for or the ASI feat.
You could potentially have ability scores as high as 30.
