According to the text, it means that you must attack first with the Light weapon? Sounds rare.
Not sure what you find strange tbh, it's the same as always. You start the sequence by making an attack with a Light weapon and that then gives you the option of making additional attack(s) with another Light weapon.
The only difference for the Dual Wielder feat is that the 2024 version only allows for the second weapon to be non-Light where the 2014 version allowed for both weapons to be non-Light, hardly groundbreaking difference.
Given the current state of two-weapon fighting, I don't think there are many (if any) builds where forgoing a second light weapons ends out better, mostly due to the nick property.
