It seems like this would result in starting each turn with Heroic Inspiration. Is that intended? The character could reroll every miss?
Yes as Fighter 10 you are intended to always start your turn with Heroic Inspiration if they don't already have it.
You couldn't reroll every miss though, just 1, after which its expanded and you have none until the start of your next turn when you give yourself Heroic Inspiration or before that if you get it in some other way.

I meant to reroll any other die, not only attacks.
But sometimes, trying for a crit is necessary—epic moments and that sort of thing.
"Slap me, Hargor! I must focus and try this again. Slap me hard, so that I roll initiative and then I'll be able to focus on opening this lock for sure!"
No place too peaceful for some combat... unless pvp is off :D

But sometimes, trying for a crit is necessary—epic moments and that sort of thing.
In principle you can run out if you want to use it more than once per round, and you can easily run out outside of combat.
"Slap me, Hargor! I must focus and try this again. Slap me hard, so that I roll initiative and then I'll be able to focus on opening this lock for sure!"
