If a character is being carried by another, can the first move and/or dash, then the carried one move and/or dash? How many series would you allow this to go on?
This would all come down to carry weight and how they are running while holding the others. If a Goliath has a high enough strength to carry both and the elf is strong enough to carry the goblin then you'd fine. The main problem would be how they are being carried. You would have to find a good way for them to be carrying each other where they would be able to dash and not fall off and then be able to put down the other in a way that they then would be able to dash. This would be the only way that I can see it working. Your DM may have it were only 1 character can be carried by another at a time, or could even have athletics or acrobatics checks to see if they keep their feet when they are being put down. In the end ask your DM what they would rule and how they would have it play out.

I wouldn't disallow it as it has one big problem: initiative order.
It's nice and all to make the plans, but if the elf or goblin goes before the goliath, the plan is ruined.
And if you insist, you can make a dexterity (Acrobatics) check for the Elf being dropped by the Goliath while carrying the Goblin to stay on his feet and/or not drop the Goblin.
If your DM treats it the same as mounted combat, it would take half the "mountees" movement to get on, and half again to get off. So in combat, there are some costs to pulling this off. Also, since mounts should be one size larger, the goblin could "ride" the elf of goliath, but the elf cannot "ride" the goliath. (Both are medium) Again, all up to the DM.
