As I read through various threads and postings about the new STEADY AIM for Rogues from TASHA'S CAULDRON and the feature itself, I began to wonder could a Rogue using STEADY AIM be considered restrained? Given the fact that the feature requires a Rogue no movement to gain advantage, is STEADY AIM therefore inducing the restrained condition?
No. If it does not say so, it doesn't do so. Furthermore, the restrained condition does more than just restrict movement, so it would be much more detrimental to apply this condition.
It would be more akin to the Grappled condition - but since Steady Aim doesn't say it grapples the Rogue - it doesn't grapple the Rogue. All it does is say you can't move. So that's all it does. No conditions are applied.
If it applied a condition - it would have to say so.
