Now, my question is, it never states that one of the spells end, so he would be paralyzed. So, would he repeat the saves of both save at the end of each of his turns, or would one come into effect when the other ends?
Yes, you have to make saves against each spell individually, the effects of the spell do not combine while their durations overlap (which makes sense anyways, because a condition like paralyzed is binary: you are either paralyzed or you aren't, there isn't a way to become more paralyzed). However, you are still under the effects of each spell individually (it's just that these effects do not combine). When you pass your save against a single instance of Hold Person, the next takes over. You would make saves against each spell every round and only get rid of the paralyzed condition when all of them had ended.
