are you allowed to take any of the actions described in the "combat" section of the rules outside of combat encounters? could for instance an max level hill dwarf barbarian with the dwarven resillience and durable feats just start taking dodge actions outside of combat in order for him to spend hit dice to heal faster than what would be allowed by just taking a short rest since you could spend all 20 of your hit dice in just 2 minutes by taking 20 doge actions instead of just 10 of them by spending an hour or more?

If you are specifically talking about doing this outside of "combat" then no. Dwarven Fortitude specifically says that it works when you take the dodge action in combat.
More generally, you can still have turns which you can spend on the same types of actions and movement outside of combat as in combat, but anything that says that refers to being "in combat" means that it should be limited to that portion of the game. That is likely the reason that Dwarven Fortitude has that caveat: to ensure that short rests still have value.
