Some spells require the caster to roll an attack; if that's the case, it'll have a number, like +5 or something.
Toll the Dead instead requires the target to roll a save, which is why it says "wis 13," referring to the saving throw required, and the number the target has to beat.
So if your Cleric casts Toll the Dead on a goblin, the goblin needs to roll a wisdom saving throw, and if they get 13 or higher, then they pass. If your Warlock casts Eldritch Blast on the same goblin, then the warlock instead does an attack roll with his/her spell attack bonus against the goblin's AC.
