First, the rules call them magic weapons, not enchanted. They use enchanted to refer to a different type of magic. We can tell what you mean, but just so you know.
You can craft magic items in your downtime or an artificer specializes in making a few magic items at a time.
There are a few spells that make weapons magical for a short time, but doesn't really give them additional effects. Paladins get a few spells that go on weapons and have all kinds of different effects, but they only last for 1 hit and don't actually make the weapons magical.
A DM could allow a house rule that lets you apply magic to weapons in more creative ways though.

To answer your second question this is up to the DM and depends on how much magic you want in your campaign and what level your players are. the DMG has guidelines for magic item awarding:
Neither of those have to be followed at all, but its good guidance for beginner DM's. I typically give each of my players at least 1 uncommon permanent magic item (weapon, wonderous item, etc) before level 5. Consumable items (potions, etc), especially healing potions, can be doled out pretty often as you see fit and are a great way to adjust a planned encounter day on the fly if you feel the group is struggling.
