Turn 1 ... warlock uses a bonus action to summon tentacle and attack with it ... not sure what they do with their action
Turn 2 ... warlock casts hex as a bonus action ... warlock can not attack with the tentacle because they used the bonus action for hex ... not sure what they did with their action
Turn 3 .. warlock uses bonus action to attack creature affected by hex with the tentacle .. all hex requires is that you hit it with an attack - the tentacles are a melee spell attack and qualify so they add the hex damage - not sure what they do with their action
Note: the hexblade could have used their action on each turn to cast eldritch blast as well ... in turns 2 and 3 the damage of eldritch blast if it hits would also be augmented by the damage from hex assuming hex was cast before the cantrip on turn 2.
The more efficient procedure would be to cast hex on turn 1 + eldritch blast (with hex damage).
Tentacles on turn 2 - attack with tentacles + hex for damage and eldritch blast again (also with hex added)
Turn 3 - eldritch blast + tentacles again including hex or if the creature has died use the bonus action to move hex to a new target and eldritch blast + hex on the new target.
After re-reading over the Casting of Spells rules, if I am comprehending the timing correctly, my Fathomless player on turn 2 should be able to cast Hex as a bonus action, then use the action that round to cast Eldritch Blast: since Eldritch Blast is a Cantrip with a casting cost of 1 Action.

Yes they can do that on turn 2 ... however, they can also do it on the first round if they prefer. Tentacles might be sligtly more optimal on turn 1 since damage is then d8 + d10 from tentacles and EB - but it may depend on agonizing blast and how many bolts you have from EB since hex adds to every EB bolt.

I'm trying to clear up a order of operations question for a player in my Group. I apologize if this has been asked before, my Search Fu is weak
The Fathomless Warlock wants to cast their Tentacles on turn 1 as a Bonus Action.
On turn 2 the Warlock casts Hex.
Turn 3 the Warlock wants to Bonus Action Melee Spell Attack with Tentacle with Hex bonus damage, then cast Eldritch Blast with Hex bonus damage.
Is this even possible?

Yes. This is how warlock fights. I personally always lead with hex then EB. Why wait until turn 3 to do 1d10+1d8+2d6 or more (pending level) damage?
