Where did you find the lore on True dragons vs lesser dragons? I won't say I know everything about DND monsters but I know a good deal and haven't heard of this.
Could it potentially be from a prior edition to 5e?

Typically True Dragons are those that grow more powerful as they age, have a breath weapon, showcase innate magical/psionic abilities, and are typically directly connected to one of the Draconic gods (Tiamat, Bahamut, and Sardior mainly).
In 5e the True Dragons are The five chromatic, five metallic, and five gem dragons.

Solar, Lunar, and Mercurial dragons are also true dragons in 5E. Dragon turtles have ambiguously become true dragons due to receiving dragon age categories in Fizban's Treasury of Dragons.

"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
I’m not sure it was ver clearly stated in any edition but I think the idea was that things like wyverns, drakes, pseudo dragons ( ie anything with the dragon type not a “true” dragon) was a lesser dragon. But a number of dragons from earlier editions like song, Faerie and steel dragons (as well as epic dragons) qualified as true dragons.
In previous editions, shadow dragons were a distinct type of true dragon. Since 5E changed shadow dragons to a template, it goes off of whether or not the non-templated dragon was.
