So I have three world big ideas, but I do not know which one to flesh out into a campaign setting. I want to do a hexcrawl style game and really focus on exploration. The three ideas I have are: standard fantasy world divided into multip continents with different cultures and pantheons on each, a world where all the planes have merged into one, and a world like One Piece where there is nothing but seas and islands.
I think some simple concept for the world to start with can help like someone ate some bad donuts and that's why they were sent to the world were bad people go but maybe they didn't deserve to get sent there for something that petty and everything else that was connected in the world that was connected to punishment of bad people was misapplied to that person. even though the world could be designed around area's to forgive people or show them the fury of the gods or stuff like that. On second thought maybe those area's could help teach people who have a eating disorder things like they maybe weren't ment to be sent to the land but maybe after they learn how eating bad food is unhealthy they could gain passage back to the real world.

Idea 1 is probably too much, only make what you need to make.
Idea's 2 and 3 are neat, but I think 3 has the most promise

Age of sails is an awesome theme to do for exploration.
