Here's a build I like. It has a lot of skills, 4 Expertises, and a lot of other fun bits, but I'll highlight the relevant parts:
Have your Charisma highest, with Dexterity 2nd highest.
L1 Rogue: put your Expertise in Deception and Persuasion, for a +7 out of the gate (+2 Proficiency, +2 Expertise, +3 Charisma)
L2-5 Eloquence Bard: Your Charisma is now at a +4 if you used point buy, and your Deception and Persuasion checks count die rolls less than 10 as 10, on top of the +6 from the proficiency bonus with Expertise on both, meaning you have a minimum Deception and Persuasion check of 20 at all times, by L5.
L6+: Whatever you like. I'm partial to finishing out with Swashbuckler Rogue, for the ability to do a lot of damage and escape without provoking opportunity attacks in case things don't go my way.
It depends how evil you want to be. Swashbuckler Rogue x Eloquence or Glamour Bard is more your nice charming con-man-esque character. Whereas Assassin Rogue x Whispers Bard is more your evil backstabbing manipulative character. You could even go Spores-Druid for a more necromancy / curse feel and more unkillable-ness.

This might be the build. Any other details you might have held back for fear I wouldn't be interested, please note, I am very interested.

I'm relatively new to D&D and mostly play variations of the same Barbarian or Rogue, and am wanting to try something a little more challenging.
What I'm hoping for is a character that is technically lawful, but uses others to conduct evil on his/her behalf.
What would be a good class, background and perhaps even race to achieve this?
What techniques would be useful for RP, and combat scenarios?
Bonus points if I'm able to be virtually unkillable, even if physically meek.
The first things that come to mind for me are an eloquence bard or an enchantment wizard.
Oh shoot, very cool. I'll research this!
Or lots of cash.
Anyone can hire anyone for the right price.

I think that is a very good point

Oh wow, some very nice options here. I'll have to explore the Assassin/Whispers combo!
