The reason for this is a bit confusing.
When you attack normally, you use your action to take the Attack action. The Extra Attack feature lets you take two attacks instead of one when you take the Attack action.
Those attacks, and also every other feature that lets you make attacks, are not the Attack action, they're just an actual attack. So extra attack doesn't modify them.
This name collision makes it much more confusing than it needed to be.
Eldritch Knight's War Magic feature says "when you use your action to cast a cantrip." This uses the 'cast a spell' action, not the 'attack' action, and therefore the Extra Attack feature is not relevant, as it relies on the 'attack' action, as jl8e outlined.
