So the build is Warlock 1 and Rogue 5. For the weapon — it would be the whip (slow property — reduce target movement by 10 on a hit) Level 1 Thief1 for Saving Throws and Weapon Access Level 2 Warlock1 for Booming Blade and Lance of Lethargy Invocation (reduce a creature's speed until the end of your next turn — Tasha's) Level 3-6 Thief 2-5 for Cunning Strike (Trip). Level 4 feat: Slasher (reduce enemy movement by 10 on a hit)
So a creature hit by a booming blade whip with LoL would be reduced to 0 movement (assuming 30 movement speed) and the cunning action can be used to trip. If successful, the target is now prone and at 0 movement.
I'm assuming Booming Blade can be used with Lance of Lethargy under the 2024 rules.
Anything that reduces speed to 0 will cause a prone target to be stuck that way. Grapple is typically the most accessible option, but nets and a variety of spells will also to the job.

Beast's strike if the beast moves 20 feet it automatically knocks the opponant prone. 7th level exceptional training lets the beast have its own bonus action to dash, disengage, or dodge so after each Beast's Strike it can disengage and be 20 or more feet away so set up to knock the opponant prone each round.
target can stand up on its turn using half it's movement. I wanted it to start its turn prone with 0 movement.
Then you'll want to Grapple them. One of the easier and more accessible ways to do this.
The thing is... Grapple relies on a Check every round. With the build — once the enemy is down — It's speed will always be zero (assuming the rogue's attack hits)
Why are you bothering with Booming Blade on a creature you're specifically preventing from moving?

No it doesn't. Grappled lasts until the target breaks free, gets out of range with some effect that doesn't use speed, or the attacker is incapacitated.

I don't see how this can all work togehter though.
Your Cunning Strike works with whip when you deal Sneak Attack damage but forgo some of it. So unless i miss something your options are:
Do you take the Magic action to cast Eldritch Blast at a creature and reduce that it's speed by 10 feet until the end of your next turn if you hit.
OR
Do you take the Attack action to make a melee attack against a creature with the whip and reduce it's speed by 20 feet until the start of your next turn and give it the Prone condition on a failed Dexterity saving throw.
As a ranged player, I'd be pretty unhappy with a party member who did this.

It is very clear Lance of Lethargy doesn't exist under the new rules for warlock at the moment and given they made Eldritch Spear require the spell to be ranged I don't think this is a safe assumption but there is another way. A level seven Thri-kreen Eldritch Knight with a whip and battle axe, the ray of frost cantrip, and lastly the slasher and duel wielder feat. We then attack action whip, ray of frost and bonus action battleaxe.

That’s very complicated. You can also just use a net and a topple weapon.
How is Cunning Action used to trip someone?

The Lance of Lethargy Invocation doesn't work on Booming Blade but Eldritch Blast.
