I think the Warlock’s Otherworldly Leap invocation, granting the ability to cast the Leap spell at-will, is full of potential. 20’ extra movement a round, 30’ movement in almost any direction, action free — it all sounds amazing.
What tactics can you think of to take advantage of it? I’m looking for help to come up with build ideas for a hopping, leaping, and jumping character. What comes to your mind?
Any melee character benefits from extra movement, but jumping specifically doesn't have any particular benefit unless you are trying to grapple & jump up and slam down an enemy to knock them prone, but RAW you would take the same damage and also fall prone so it's not really an effective strategy.
Clearly you should make this character a Herengon if only for the visual of a rabbit hopping all over the place.
Plus you get the Rabbit Hop racial feature which pairs up well.
Rabbit Hop. As a bonus action, you can jump a number of feet equal to five times your proficiency bonus, without provoking opportunity attacks. You can use this trait only if your speed is greater than 0. You can use it a number of times equal to your proficiency bonus, and you regain all expended uses when you finish a long rest.

So what are the rules for attacking from above? Say for example, a barbarian jumped down 10’, swinging their axe downward as they dropped, and landed next to (not on top of) their target? Would the attack be any different than standing next to their target and just swinging?

By RAW, no. There’s no difference.
I think a lot of the benefit of this would come out of combat. Hop across that pit trap with ease. Or maybe to set a trap with you as the bait — jump over the spike growth kind of thing. You can just jump up on to a rooftop and do some scouting. In combat, that kind of thing could be a real benefit, use it to get some elevation so you have clear sight lines for your EB, and you’re safely out of reach of enemy melee types.
