I don't think that there is an interaction with them, but you should be able to use them at the same time and could even use them on the same turn. It should be noted that the necrotic shroud save only occurs when you transform and it targets multiple creatures. Forms of dread only gives the chance to force a save when you hit a creature. It can only be one creature even if you hit 4 different ones with a fully leveled Eldritch Blast, and because of the language used, you have to use an attack and not something that forces a save like Toll the Dead.
If you are trying to get some cc in by using the frightened condition, having a chance to get an AOE version (Necrotic Shroud) in first against a save that isn't commonly resisted is solid. It is only for 1 round, though, and is probably better as an "Oh crap" button, followed by the added damage against one target to help burn some of those creatures down. The extra damage can also be useful against boss types. The fact that it's only a once per long rest option works against the option of combining it with Form of Dread.
Form of Dread can be used multiple times per long rest, but it scales with your proficiency bonus. Since you have to hit a creature to trigger the fear, it's probably better for keeping a larger creature out of the fray while the party deals with more threatening or more numerous targets. Coupling it with Repelling Blast could be an effective means of controlling the battlefield while dealing damage.
Coupling both could be used in the most dire of circumstances such as a horde with a couple of big hitters, but I think that the default should probably use them at different times.
The real combo with an aasimar Undead warlock is Necrotic Shroud/Grave Touched at 6th level
At that point, with your Form of Dread and Shroud both up, you can do one extra die plus your level in necrotic damage on one hit each turn -- so one of your EBs, for instance, can do 2d10+6 (plus Agonizing Blast or whatever else you're adding in) necrotic damage

Thanks. While I was unfamiliar with this ability, in general "Conditions" do not stack. You cannot take a sleeping person and make them sleep, a petrified person and petrify them, blind a blind person, etc. etc.

Uhm I have not heard of "Necrotic Shroud". Can someone tell me more about it? Spell, subclass ability, whatever is it?
