My brother is DM for a Tyranny of Dragons campaign. I'm playing a Hexblade warlock. My brother home-brewed a situation where the party ends up in a tavern and we can all effectively ask for anything we want. Our druid asked for an awesome set of armor, but it ended up being a Venom-like symbiote situation. I asked for guidance from the Raven Queen on how best to serve her. My brother created a brooch that does the following:
"When a devotee of the raven queen is wearing this item, they must pursue her goals at all times. Seek to bestow death on all living things, in the name of the raven queen. Each killing blow with their pact weapon generates a soul to be stored in the brooch" There are different levels of "boons" I can use 1x per day depending on the number of souls stored, so it's in my best interest to store a lot of souls.
I MUST store at least 1 soul per day, or suffer some consequences (he's writing them up and will send before our next session in a couple of days). A soul can't just be, "I killed a squirrel in the forest, so I captured a soul". We agreed that in order for a soul to count, the target must have a CR.
My question/advice needed is this: in case I don't strike a killing blow, I'm envisioning going to a town and asking for an infirmary/hospital. Somewhere that might have people who are near death and are unlikely to survive. I'd try to persuade a healer to allow me to work on a dying person, then summon my pact weapon as a dagger and maybe slit the person's wrist. Any advice on how to try to avoid becoming a fugitive for killing a dying person?
I'm really hoping that I can just get the kills in combat, or by finding a giant rat or something while on nightly watch. But I also think that with the pact with the raven queen, and the idea that death is inevitable, there will be circumstances where killing an innocent that is on their last legs is a very likely scenario I'll deal with.
Hold no pity for those who suffer and die, for death is the natural end of life.
Bring down the proud who try to cast off the chains of death.
Provide the deceased with a proper funeral so that their soul may find its way to the afterlife.

Why don't you treat the souls as charges, if you kill something (not murder hobo) you get a charge, item loses x amount of charges per day. It takes x amount of charges to pull off effect from item. So if you can use your brooch to cast Eldritch blast as a bonus action for 1 charge per bolt of eldritch blast. Then you are going to need at least 1 soul in the brooch. If at the end of the day you haven't killed anything, then brooch loses a charge as the souls are only trapped temporarily until they move on (either by being used or at the end of the day).
