I think it's the same as darkvision but you get the added bonus of seeing through magical darkness and extends the vision range out to 120ft.
that would be intuitive yet then why would they not say so? y'a know like how they do it for every devil stat block? why must they instead say "you see normally in darkness, both magical and nonmagical, to a distance of 120 feet"? it seems like they mean something else

By raw, it does nothing for dim light. I feel this is prolly an oversight. I guess even the devs forgot how dim light works. On the brite side (pun def intended) most DMs forget too.
Unless its very important to know for a build and your worried the DM would pull the "rules" rug out from under you, I would just assume you can see 120 ft Dim light also. I would give it to a play, it just seems logical to be able to see in both Dim/Dark at the same distance. I'd be surprised if your DM even remembers about lighting in general unless its an Underdark setting.

There is a deep and intense rule discussion over devil's sight. I'm a best thing you can do is take your interpretation to your DM and discuss it with them. And the confusion is understandable.

Devil's Sight allows a player to "see normally in darkness, both magical and nonmagical, to a distance of 120 feet." Which means you can see everything out to 120 ft imo. Nor do you suffer the passive disadvantage to your perception checks, that come from "dim light." If it's within the 120 feet, it works as though you just have normal vision in decent light...which would be superior to Dark Vision.

I agree this is not RAW, but as you noted it feels counter intuitive. I think many DMs will just have Devil's Sight give the bright light vision to 120 ft. As it is now, it works in darkness, but not dim light...huh? Your take on it makes sense, it's counter intuitive imo.
