It contains those spells, but the attuned character cannot prepare or cast the spells unless they have spell slots of the appropriate level available. As a 6th level Wizard, you would be able to learn, prepare and cast the 3rd level spells and lower. At 7th level, you would be able to prepare and cast the 4th level spells, at 9th level the 5th. Also, this can serve as your Spellbook…so with some time and a chunk of GP, you can copy your existing spell repertoire into it from you existing spell book, maybe use that one as a backup. It also has the charge based features that allows you to swap prepared spells(so long as they are Conjuration spells of a level you can cast) and a cool little mini-teleport that could potentially negate/avoid damage.
I understand the written instructions for the Atlas differently: "...you can expend 1 charge to replace one of your prepared wizard spells with a different spell in the book. The new spell must be of the conjuration school." This does not entail the requirement that the spell from the book must be of equivalent level as the replaced spell, or of a level you can learn based on your spellcaster level. As written, it simply means as long as you have ANY level in wizard, and thus any wizard spell slots, you can swap in ANY of the spells currently in the book, no matter their level. You are not learning or preparing these Atlas spells when using them via the replacement mechanic: you are swapping them for other spells you know, and casting them seems mechanically much like casting from a scroll (which similarly breaks the level requirement) rather than casting a learned spell.
I just checked with Duplicitous Manuscript, which has the same wording. Duplicitous Manuscript has a fourth level spell, Hallucinatory Terrain, that is NOT available to a 5th level wizard.

Arcane Gate, Dimension Door,
Gate, Misty step, Plane Shift,
Teleportation Circle, and Word of Recall ?
How best can this book be used by a 6th-level wizard?
What are some ways to use this book? I read the book description and am a little confused.

just a note to cast the spells from the book you need to have that spell slot available.
