These are wraps specially created by a follower of Thalos, the God of Storms. When wrapped correctly around the hands and ankles of the user, the ornate caligraphy patterns align,  imbuing the wraps with the power of the Thalos: providing a +1 to unarmed attacks and damage rolls. For each unarmed attack attempted, the wraps collect the static electricity created by the fast movement of the monk and builds an electrical charge. Once 5 charges are stored, the Monk may channel this energy into a single energy, unarmed attack by casting Shocking Grasp. 

For purposes of the Kensai Agile Parry skill, using Shocking grasp from these wraps counts as an unarmed attack.
