An elaborately scrimshawed quill with a gilt cap and a crystalline reservoir within it that seems to hold ink in the fashion of a pen.  When activated and empty, the quill may drink the writing of a spell from a spell scroll of 1st, 2nd or 3rd level and store it within itself.  It may be emptied as an action, in which case the scroll is not reconstituted.  While filled with a spell, and attuned to a user, the attuned spellcaster is treated as knowing and having memorized the relevant spell.
