This item is one time use but the effect essentially doesn't end. Similar to how the eldritxh claw tattoo works, this is a needle that is used to give you a magic tattoo. This tattoo give you the ability to summon wings that form out of the tattoo itself. 

The exact look of the wings is dependent on the one who applys it.

The tattoo must be of a pair of wings and the to be put where the wings will appear. The size of the wings however is dependent on the user and however they want them to look.
