Taking the appearance of two metallic blades, this has three charges. Upon striking these blades together, select up to 3 creatures that you can see within range, and that have a flying speed. Upon using them, the creature's flying speed becomes 0ft. If this creature is hovering, then it does nothing. You can recharge the three charges by covering the wing clippers in feathers for a long rest's time.
