This twisted, thorny wand is forged from metal in the abyss and is saturated with demonic energy that absorbs and releases magic. The metal slowly twists and moves, but does so too slowly for the mortal eye to register.
The wand has 5 charges. When you see a creature cast a spell within 60 ft. of you, you can use your reaction to expend a number of charges from the wand in an attempt to absorb the cast magic. If the number of charges you expend are equal to or greater than the casting of the spell, the spell is countered and absorbed into the wand. When this happens, your hit point maximum is decreased by the number of charges you expended. As long as you are holding the wand and are attuned to it, you can cast the spell using the DC and bonuses of the original caster.
The changes to your hit point maximum are permanent and can only be undone with a wish or a greater restoration cast at 9th level, unless you are a fiend (in which case they reset during a long rest).
If the spell stored inside the wand is used to reduce the caster of the spell to 0 hit points, that creature's soul is consumed by the wand as they instantly die. If your hit point maximum has been reduced by the wand, your hit point maximum is restored and your maximum increases by 1.
As an action, you can restore charges to the wand by sacrificing magic or blood to it. If you choose to sacrifice magic to it, you either expend a spell slot or hold the wand against a common or uncommon magic item, rendering the item non-magical. The wand gains a number of charges equal to the level of the spell slot expended or all of its charges if a magic item was sacrificed. If you choose to sacrifice blood to it, you cut yourself on its thorny vines and lose 1d4 hit points in the process. It then regains a number of charges equal to the hit points lost.
Cursed. The wand is cursed and its hunger for foreign magics saturates it's wielder. The identify spell does not reveal this item's cursed properties, unless a spell slot of 3rd level or higher was expended to cast it. Once attuned to the wand, you can not willingly break the attunement, allow anyone to break your attunement, or allow the wand to be separated from your person. When you sleep, you must hold the wand in your hand. If you complete seven long rests holding it, or a single long rest while a spell is stored in it, the thorny metal vines root themselves in your hand. After that, it is impossible to separate the wand from your hand, even if attunement is broken. When you attune yourself to the wand, you gain the flaw: "I insatiably lust for knowledge and items of magical significance".
A remove curse spell cast on either the wand or yourself breaks the attunement, but only if cast before the wand roots itself into you. A greater restoration can also break attunement, even after the wand takes root. If the wand's attunement to you is broken but it is still attached to you, it causes you significant pain until you attune yourself to it again.
If the wand is rooted to your hand and you die, your soul is devoured by the wand and you cannot be brought back to life short of a wish.
