While holding this red balloon, you gain a +1 bonus to spell attack rolls and to the saving throw DCs of your bard spells.

As an action, while holding the balloon you may regain one use of your Bardic Inspiration feature. This property of the balloon can’t be used again until the next dawn.

Additionally, once per short rest you may cast the levitation spell without material components, targeting only yourself.
