While wearing this cloak the user can speak a command word as an action and grow wings from the cloak of the user's choice. With the wings the user can fly 60ft for 10 minutes. After these 10 minutes are up the user can not fly for an hour as the wings recharge.

When a warlock attunes to this item their spell slot max is increased by 3. These new spell slots can be used just like the warlock’s other spell slots but the warlock can spend one of their spell slots to increase a spell by one level. The user can only use one spell slot this way and can not increase it more than one level and only once per turn. Along with this the user can not use these spells slots to increase his Mystic Arcanum spell levels. These extra spells slots are only give when the Wings are activated and still need a short rest to be regained just like the normal warlock spells

Once per day when the wings are active the user can cast Shield and “U3BlbGwgb2YgRmFpdGg” = ??
