The Zephyr Bracers were made by an Elven smith/mage named, Kier Alun.  The wearer gains a base AC of 18 while wearing them, as long as he/she is not wearing armor and/or wielding a shield.  Minor wind elementals are bound to the bracers, increasing the wearer's AC.
