The Wishing Scroll will only appear to the user, when a character has real need of it.  When a person has let go of all his/her possessions.  Or when a person has literally nothing else to lose but his/her life.  Or when a person has literally everything in the entire world in their possession.  The Wishing Scroll will appear when the requirement is met, either in the hands of or in a 15ft radius from the character.  (A variant of)The Wishing Scroll will say , "It has been said through the grapevine that you deserve something a little more..."  Once The Scroll is read, it will glow with a yellow tint/hue and within the span of 1 minute, the character can make 1 wish of anything.  It has an infinite limit and range of effect.
