When this collar is placed around a persons neck it cannot be removed unless the given the command or the owner attuned to the item dies. The collar suppresses any and all magical abilities and spells. The owner of the item can however activate and deactivate the collars suppressive power at will. 

Notes: Item must be attuned to owner. Can have multiple of the same item count as one attunement.
