By flicking your wrist with the Wind Waker in you hands you may cast gust of wind 8 times per day and control weather 4 times per day.

A Wind waker can also command the wind to make sounds. As well as play  songs by using it to guide a chorus of voices of unknown origin. Those songs must be learned though.
