Appears to be a watch, although instead of a clock inside it's face, the face is blank. twisting the rim around the screen projects a blue, magical hologram showing the current time of whatever plane you are in. Takes an hour to adjust when entering a plane with a different time to another, but automatically changes when going between timezones. If time does not exist in the current area or plane, it will instead project a message saying "Time unreadable."
