The Time Dilator is used when the pin is pulled.

Upon pulling the pin, roll percentile dice:

01-55 You cast Time Stop
56-65 You cast Time Stop. 1 Other random creature within 60 feet of you is also effected by the spell 
66-75 You cast Time Stop. 2 Other random creatures within 60 feet of you are also effected by the spell 
76-89 A black sphere of absolute darkness opens on the location of the Time Dilator - expands quickly and contracts with massive energy. Each creature in a 30 foot radius from the                     Time Dilator takes 10d8 damage. Creatures 31-60 feet from the object take half that damage.
90-95   A spatial rift appears, sending each creature and object within 60 feet of the Time Dilator to a random plane of existence.
96-100 A Sphere of Annihilation appears. The user is consumed within it.
