It's a small sized, wrist mounted, ballista, capable of fitting any desired item, no bigger than the user's extended arm and no heavier than what the user can carry on top of said arm.
It can, reliably, shoot an item up to its max throwing distance (or up to 60ft if it has none in the description) with enough precision to bypass the thrown disadvantage.
