Wondrous Item, legendary

Nothing is known about the strange wizard Ish, who created this item, not even their species. Clearly, they possessed great power, for they imbued the mightiest spell known to mortals into their dish. The holder of this simple piece of plate ware can use an action to cast the Wish spell. 

This would makes it the most powerful single magical item in all of history except for one tiny thing. Regardless of the users intent before casting the spell, when activating the item, the user finds that the only thing that they can imagine wanting to wish for is 3 small fish to appear on the tray. Nothing, not even a god, can make the user use the wish for anything other than to wish for these three fish in particular. The fish appear, standing on their tails, with huge bug eyes, and seemingly prehensile fingers spread wide, presenting themselves to the world. The moment after they are summoned, they begin floundering and die within seconds. Through repeated castings, the dish can easily produce enough fish to feed a small village of 50 people for a day, though the repetitive nature of speaking the same wish over and over can wear on the mind and throat. 

While nutritious, the fish taste awful unless served with green eggs and ham.
