This wand is 8 inches in length with a handle of black indented wood offering good grip and maneuverability, and a ruby red crystal at the end cut to a point. The crystal seems to be etched on the inside with arcane runes.
With a thought or spoken command word the crystal will emit a small, very intense, precise flame that can be used to cut or weld metal for a total of 1 hour per day. The flame can be controlled to some limited degree with the controller's thoughts and can be altered in length (1-5 inches), intensity for various uses, and can be turned on or off at will. The torch is not in any way meant to be wielded in combat but if used to burn an enemy it can deal 2d6 fire damage.
The flame is generated magically and will persist underwater which generates a cloud of steam steam obscuring the space it's in and dealing 2d6 fire damage per turn to those inside of it. When operating this way it can still be used to cut or weld but the user will take steam damage each turn.
CUT: As a Standard action the torch can be used to cut through metal items and structures up to 5 inches in depth at a rate of 10 feet per turn.
WELD: As a Standard action the torch can be used to weld together touching metal surfaces at a rate of 10 inches per turn. Once the material cools it will be joined together with a weld.
The torch is designed to cut and weld standard metals like iron, steel, copper, and bronze for commercial fabrication but can prove to be more or less effective against other materials at the DM's discretion.
