If you're a player who has these gauntlets and the DM gives you belt of giant strength DON'T GET RID OF THESE just because the belt gives you more STR. The reason for this is because the DM could be planning to give you the Hammer of Thunderbolts in the future,and that hammer requires you to be attuned to both Gauntlets of Ogre power and belt of giant strength ''any variety''.
It's actually been clarified that you don't have to ATTUNE to the either the belt of giant strength or the gauntlets of ogre power to make use of the Hammer of Thunderbolts. You just have to be WEARING them. Obviously, just wearing them without attuning to them won't provide you with any of their benefits, and you'd likely want to attune to the belt, as the strength bonus from the Hammer stacks with it. A belt of Fire Giant Strength + the Hammer puts you at 29 strength, and a belt of Cloud Giant Strength + the Hammer maxes you out at 30 strength.
Lets say your Str Score is 13, you get these gauntlets and attune to it, you decide to increase your Str Score at your next level up. You would increase 13 to 14, attune to the item and still be at 19.
These gloves give you 19 Str unless you are 19 or higher, at which point the gloves provide no bonus. But they do not make your base score 19, its a magical bonus, applied when worn and attuned.
That's not how magic items stack, the belt defines your score, additional bonuses do nothing unless it puts you base over the belts score making the belt a waste of attunement.
Yes, that's how magic items bonuses typically work, but the Hammer of Thunderbolts is an exception to this rule. It's possibly the only item that works this way, but it does allow you to increase your strength score above and beyond what the belt sets your strength at.

Good for a kobold fighter, cleric, paladin, artificer, I mean, if you give this to a kobold in general you nullify one of their weaknesses, and they have pack tactics. All the more reason to give this to a kobold. It's really good.
You can also give this to a storm sorcerer that knows booming blade and watch the spectacle as they run into combat, staff in hand, you hear loud booms and cracks with every strike and then they fly off, carried by the wind. Or if they have a racial trait or feat that gives them proficiency with martial weapons, it can be any weapon you want.

I know it says if you were already 19 or higher it does nothing, but once you have them can you do an increase to get to 20?:
