Weapon (whip), very rare (requires attunement by a person outside in freezing temperatures)

Braided from blue and white leather, this whip leaves frosty mist in its wake. Tufts of gray fur line the hilt and pommel of this weapon. Tiny shards of razor sharp ice cling to the end, rending flesh where they hit.

When you hit with an attack using this magic whip, the target takes an extra 1d6 cold damage. In addition, while you hold the whip, you have resistance to fire damage.
In freezing temperatures, the whip sheds bright light in a 10-foot radius and dim light for an additional 10 feet.

You can flourish this weapon as you draw it. If you do so, you can extinguish all nonmagical flames within 30 feet of you. This property can be used no more than once per hour.

Proficiency with a Whip allows you to add your proficiency bonus to the attack roll for any attack you make with it.

This weapon has the following mastery property. To use this property, you must have a feature that lets you use it.

Slow. If you hit a creature with this weapon and deal damage to it, you can reduce its Speed by 10 feet until the start of your next turn. If the creature is hit more than once by weapons that have this property, the Speed reduction doesn’t exceed 10 feet.
