This ring has 3 charges, and it regains 1d3 expended charges daily at dawn. When you fail a Dexterity saving throw while wearing the ring, you can take a Reaction to expend 1 charge to succeed on that save instead.

This + Shield Master Feat = 3 chances for Immunity to Dex-based attacks.
Shield master feat, part that makes you immune to the damage relies on you passing the save then using your reaction, can't use both.

What is 1d3?

To simulate the roll of 1d3, roll a d6 and divide the number rolled by 2 (round up). To simulate the roll of 1d2, roll any die and assign a 1 or 2 to the roll depending on whether it was odd or even. (Alternatively, if the number rolled is more than half the number of sides on the die, it’s a 2.)
Alternatively, for a 1d2 you can always use a coin.

Usually a lot of the illustrations in dndbeyond are from the actual books themselves; I'd look there if you want to find the artist for the illustrations.
This ring plus adamantine or normal plate armor would not only grant the pros of plate and those items but also negate most dex checks you face and would've normally failed if you didn't have the ring (heavy armor = disadvantge on dex saves).
I guess the real use is for rogues n monks to completely ignore any Dex save after level 7
I believe heavy armor only grants disadvantage vs stealth checks (assuming proficiency). Without proficiency it might be a different story; I'm not sure on that point.

When I first stumbled across this in the DMG my brain first caught it as "Ring of Tax Evasion". This misreading gave me an idea:
George Gringle is a silly wizard with a silly magic shop.
