You could probably create one yourself quite inexpensively, but it may not look too good (depends on how much work you put into it). Unless you know of a jewelry craftsman in your area, I think you're stuck to your own abilities.
If you're going to ask a craftsman about making one, make sure you draw it out and give a solid explanation as to how you want it to look and what material you want it to be made of. Make sure to measure your ring size, as well.

I thought 5E did away with location-based 'slots' You just get the three 'attunement' slots.

Attunement slots yes, but physical slots are still a thing. It's in the magic items section just before all the tables. You can only wear one pair of magic boots for example.

A character can’t normally wear more than one pair of footwear, one pair of gloves or gauntlets, one pair of bracers, one suit of armor, one item of headwear, and one cloak. You can make exceptions; a character might be able to wear a circlet under a helmet, for example, or be able to layer two cloaks.
sure it will be plastic but nobody is going to check what material it is made of if you are going to use it for cosplay just make sure it is a metal-like color

So.. clock of protection, which does the exact same thing, is a uncommon, yet.. the ring is rare? How does that make sense?
Because there is only one cloak slot. There are two ring slots, so you have more options for combining items.

When I put this on my lizardfolk character it gives plus 3 ac, is that a bug?
When I put it on my halfling bard they don’t get any AC bonus at all. Just the saving throw bonus.
So no +2 or higher rings? I would have thought +1 would be uncommon, +2 rare, +3 very rare etc.
You can wear only one cloak and two-several rings depending on your DM

this is a great item for if you want more ac and like having high ac builds like me every +1 ac item counts cost kinda high tho:/
