While wearing this belt, your Strength score changes to 25. The item has no effect on you if your Strength without the belt is equal to or greater than 25.

Makes me wonder how these are made.
Yes, it is not an "increase", it sets your score. If you ASI later, you don't get to add to the number, it is stuck at the number appropriate.
Just in case anyone is considering multiclassing 20 levels into Barbarian to have 24 Strength, don't. This is better. :)

And totally dependant on your DM giving it to you.
Also, you can't multiclass for 20 levels, the character level limit is 20.
