Why is this suit of armor rare? There are uncommon items that provide resistance as well as other things. It seems like this should be uncommon.
So I went through and double checked, the only uncommon item that doesn't require attunement and provides resistance is the potion of resistance. But that's only for 1 hour.
can it be +2 or +3?

I'm right there with you. A single damage type resistance in 5e is basically worthless unless the DM chooses to make it useful. The majority of the damage types are almost not worth even thinking about.

I don't see why not! The DM has full control, so if he or she allows it, it can! (this is why i love D&D)
