A small glowing orb containing fast flowing mist that rapidly changes colors.

As an action, a spellcaster can grasp this orb tightly and use the command word to activate this orbs effects, as long as the caster has at least one spell slot remaining.

Cast every single currently active spell for that character on a single target, regardless of available spell slots. If the spell is an area of effect, it will be cast at the feet of the intended target. If the spell is meant for friendly creatures, it will be targeted on the casting creature, or at their feet.

After using this item, the creature loses all available spell slots until they complete a long rest,  are unable to cast spells again for 1d6+1 days, and gain a permanent -2 to their constitution ability score. If the creature is wearing a magical item that modifies their constitution score, it is immediately destroyed before this penalty is applied. If this effect brings the creatures constitution below 1, they die, and cannot be brought back unless through divine intervention.
